Manpower, Inc. – Schlitz Park
Challenge
Manpower, Inc. is a Fortune 500 company and world leader in the employment services industry. In January 2006, Manpower announced plans to create a downtown Milwaukee riverfront headquarters. The $94 million project was anticipated to employ 1,200 people, making this the largest office complex to be constructed in the downtown area in more than 10 years. However, a local lobbyist took issue with the project receiving “public” TIF dollars (tax incremental financing) as a parking structure that would provide Manpower employees with free parking was part of the development deal, and set out to make sure the Common Council did not approve the deal.
Solution
In response, Mueller Communications established a coalition of supporters for the Manpower project through grassroots outreach efforts. Supporters included CEOs and small and minority business owners, as well as labor, civic and non-profit business leaders who showed their support by writing letters, attending hearings or contacting elected officials.
Mueller Communications also coordinated a news conference to announce the newly formed coalition and called on the city’s Common Council to support efforts to bring Manpower’s world headquarters to downtown Milwaukee. In addition, Mueller Communications staged a rally at City Hall on January 31, 2006. Both events had large turnouts and expanded the network of advocates for the project.
Results
Mueller Communications’s efforts proved to be highly successful, ultimately resulting in the approval of the finance package through the City of Milwaukee. The agency secured more than a hundred supporters to join the coalition. The rally at City Hall had a successful turnout, including representatives from a broad range of business, labor and community organizations, many of whom testified during committee hearings in support of the Manpower project.
